Even before the White House’s austerity agenda and unprecedented federal takeover of the nation’s capital, the rising cost of living was making it difficult for district residents to afford necessities like housing, food and healthcare. Now, shrinking budgets, federal employee layoffs and a blunted tax revenue base threaten to undermine the city’s ability pay for public services that will disproportionately harm communities already in a precarious situation.
